Abstract
"Este documento resume varias investigaciones sobre como los sistemas de datos de población, particularmente los sistemas de registro civil y censos, han sido mal utilizados en diferentes países para apuntar a poblaciones vulnerables en abusos de derechos humanos, incluyendo genocidio, crímenes de lesa humanidad y desplazamiento forsozo. Los grupos señalados han sido definidos en términos de raza/etnia, nación de origen, lengua materna y clase social. Este artículo no trata el tema más amplio de investigaciones gubernamentales con propósitos de seguridad, sino que se enfoca en las situaciones donde los sistemas de registro de población necesitan de la recolección de datos estadísticos que han sido mal utilizados en contra de grupos vulnerables o individuos. Estos malos usos usualmente llevan a la pérdida de confianza del público en los sistemas nacionales de recolección de estadísticas. Esto, hace difícil recolectar información confiable y completa que es necesaria para la planeación y el desarrollo. El documento también discute varias salvaguardas que los gobiernos y oficinas nacionales de estadística pueden utilizar para reducir la probabilidad de estos malos usos y el daño que esto puede llegar a ocasionar."
Abstract
"The paper summarizes a body of research on how population data systems, particularly population registration systems and population censuses, have been misused in different countries to target vulnerable population subgroups for human rights abuses, including genocide, crimes against humanity, and forced migration. The targeted groups have been defined in terms of race/ethnicity, national origin, mother tongue, and social class. The paper does not deal with the broad topic of government investigations for security purposes, but only with those situations where population data systems needed to collect statistical data are misused to target vulnerable groups or individuals. Such misuses often lead to public distrust of the national statistical system and make it difficult to gather complete and reliable data for planning and development efforts. The paper also discusses several safeguards that governments and national statistical offices can use to reduce both the likelihood of such misuse or its harm if it does take place."
