The conceptual approach of food security which is the fundamental basis of the study is presented in the second section. Then there is a brief explanation of the food and nutrition problem in Colombia. Section 4 presents the structure and the results and impacts of the ReSA Program. The next section brings the international experience concerning the production of food for self reliance. Then, the recent experience of the ReSA Program and the consequences of the lack of focus of the Program are revised. Section 7 presents the proposal for strengthening the ReSA Program and the new structure that the Program should have. Given the crucial importance of motivation for the development and sustainability of ReSA, Section 8 presents a discussion about this factor in the light of the new approach.
