Resumen
La situación de las finanzas públicas es sin duda el tema de mayor importancia para la estabilidad macroeconómica del país en los próximos años. El déficit fiscal del Gobierno Nacional Central para 2016 será de 3,9% del PIB. De no hacerse nada en el frente tributario, el déficit podría superar fácilmente el 5% del PIB para finales de esta década. En este entorno, se hace urgente una reforma tributaria que cumpla tres propósitos: i) evitar la caída en el recaudo por el fin de algunos impuestos temporales, ii) reemplazar parcialmente los ingresos perdidos por la caída en la renta petrolera, y iii) cambiar la estructura del sistema para hacerlo equitativo, progresivo, y más simple y eficiente de lo que es actualmente.
El crecimiento del PIB para el primer semestre del año (2,3%) fue el más bajo desde el segundo semestre de 2009 y algunos indicadores adelantados para el tercer trimestre sugieren un crecimiento similar en el resto del año. En este contexto, revisamos a 2,3% la proyección de crecimiento para 2016, con una ligera reducción frente al 2,5% que preveíamos en el mes de mayo.
Abstract
The situation of public finances is, without a doubt, the most important subject regarding the macroeconomic stabilization of Colombia in the next few years. The National Government’s fiscal deficit for 2016 is projected to be 3.9% of GDP. In the absence of tax policy implementation, the deficit could easily exceed 5% of GDP by the end of this decade. Consequently, is essential to implement a tax reform that achieves three objectives: i) avoid the tax revenue slump that follows the completion of some temporal taxes, ii) partially replace the tax resources which are lost by the reduction of oil revenue, and iii) change the structure of the current tax system to make it more fair, progressive, simple and efficient.
The GDP growth for the first half of the year (2.3%) was the lowest since the second half of 2009 and some leading indicators for the third quarter suggest a similar growth in the rest of the year. In this context, we revised 2.3% growth projection for 2016, with a slight reduction compared with 2.5% we forecast in May.
